Before you continue to read what the IMBRA law is, it is important to understand that the main purpose of IMBRA was not to regulate online dating sites per-se. Instead, IMBRA intented to protect foreign women who meet U.S. citizens through either international marriage brokers or online dating sites and could become victims of domestic abuse once in the U.S., as beneficiaries of immigration petitions filed by the U.S. Citizen.

     The U.S. Congress, On January 4th, 2006, passed what is now called the International Marriage Broker Regulation Act of 2005 or, IMBRA for short. This law was created due to reports of violence enacted against foreign brides and was highlighted by two high-profile cases (including the Susanna Blackwell case in 1995 and the Anastasia King case in 2000) in which foreign women had been abused and eventually murdered, by men who had used K-1 fiancee visas issued by the U.S. State Department in order to bring them over to the United States. IMBRA was incorporated into the Violence Against Women Act reauthorization in 2005, was passed by both houses of Congress in December 2005, and signed into law by President George W. Bush in January 2006.

     Since March 6th, 2006, IMBRA has placed new obligations on “International Marriage Brokers” to screen U.S. Male clients, by collecting background information, in order to inform their female counterparts about the type of men they are interested in. In addition these female clients must be informed about their rights and where to find help if they have been abused. Furthermore, IMBRA has limited multiple K-1 fiancee Visas from being issued in order to look after the safety of said women.
